Noel was born circa 1884 at Hoylake, Cheshire.2 He was the son of Thomas Jones and Effie Nicholson.1
He was recorded as living with his mother, his mother's mother, a cousin and siblings Thomas, Martha, Ezra and Hannah in the 1891 census at Marmion Road, Hoose, Wirral, Cheshire. He was recorded as being 7 years old. The Jones household was next door to Effie's brother Thomas' house.2 His occupation was recorded as being a scholar in the census.2
He was recorded as living with his parents, grandmother and siblings Amy, Thomas, Martha and Hannah in the 1901 census at 15 Marmion Road, Hoose, Wirral, Cheshire. He was recorded as being 17 years old.3 His occupation was recorded as being a painter's apprentice in the census.3
He was recorded as living with his parents and adult siblings, Martha and Amy in the 1911 census at Hoose, Wirral, Cheshire. He was recorded as being 27 years old.4 His occupation was recorded as being a painter in the census.4
